This band of whitework is made up of three elements: the first one put in is the row of half diamond eyelets, then the little satin stitch hearts and finally a few beads at the bottom tip of the hearts. Very simple elements, but effective.
The key to nice eyelets is to enlarge the "eye" with an awl before stitching. Then keep the tension even all the way around. Go down into the "eye" and give the thread a bit of a tug, not too much, to keep the center open.
